Q    Can I authorise someone to obtain a Transaction PIN on my behalf?   
A Yes, you can but the authorisation must meet our specified stringent requirements so that we can help you to safeguard your interests. Your authorised representative can only obtain the Transaction PIN at our office at 10, Sin Ming Drive, Singapore 575701. Q    Can I change my Transaction PIN online?   
A You can change your Transaction PIN after logging on to your user account if you are a Singaporean or Singapore Permanent Resident (with login via SingPass) or Business / Company / Foreign Company (with login via EASY). A notification on this transaction will be sent by mail to your registered address. This will be the registered address on record with the Immigration and Checkpoints Authority (ICA) for Singaporeans / Singapore Permanent Residents or Accounting and Corporate Regulatory Authority (ACRA) for Businesses / Companies / Foreign Companies.

You can also authorise another person to reset your Transaction PIN on your behalf. Your authorised representative can only reset the Transaction PIN at our office at 10 Sin Ming Drive, Singapore 575701. You cannot reset a Transaction PIN unless you have previously applied for and obtained the Transaction PIN.

Q    Can I reuse my Transaction PIN?   
A No, the Transaction PIN cannot be reused once the transaction that requires its input has been successfully completed.

Q    Can I use the Transaction PIN that I obtained for my vehicle to transfer my Temporary Certificate of Entitlement (TCOE)?   
A No. You cannot use the Transaction PIN for your vehicle to transfer your TCOE. A Transaction PIN is specific to one asset. You will need to apply for another Transaction PIN for your TCOE.

Q    Do I need a Transaction PIN if I sell my vehicle or rebates to a motor dealer?   
A Yes, you do as the keying in or provision of the Transaction PIN to the motor dealer signifies your consent to and authorisation of a transaction involving a transfer of ownership of a vehicle or assets, such as TCOE, COE/PARF rebates etc.

Hence, it is important for you to keep your Transaction PIN confidential and not divulge it to anyone until you have agreed for your vehicle, rebate, TCOE to be transferred.

The Transaction PIN is also required when you apply to de-register your vehicle online, or if you wish to de-register your vehicle by sending it to an authorised Scrapyard or Export Processing Zone (EPZ).

Q    How do I apply for a Transaction PIN?   
A If you are a Singaporean or a Singapore Permanent Resident, you can request for a Transaction PIN via the "Request for Transaction PIN" function at e-Services@ONE.MOTORING (upon your successful login as an Asset Owner via SingPass) between 6am and midnight daily. You will receive a pressure-sealed notification containing your Transaction PIN and a follow-up notification on your Transaction PIN from LTA within 3 to 5 days at your registered address.

For Business / Company / Foreign Company with EASY account, your authorised staff can request for a Transaction PIN via "Request for Transaction PIN" function at e-Services@ONE.MOTORING (upon your staff's successful login on your behalf as an Asset Owner via EASY) between 6am and midnight daily. You will receive a pressure-sealed notification containing your Transaction PIN and a follow-up notification on your Transaction PIN from LTA within 3 to 5 days at your company's registered address.

Alternatively, you can visit LTA's office at 10 Sin Ming Drive, Singapore 575701 during our operating hours* to obtain the Transaction PIN at the counters. The following documents are required:

Q    How do I reset my Transaction PIN?   
A If you have forgotten your Transaction PIN, you can call our LTA Customer Service Line : 1800 - CALL LTA (1800 - 2255 582) to void it immediately. You can then visit LTA's office at Sin Ming Drive during our operating hours* with the following documents to have your Transaction PIN reset immediately:


You can also authorise another person to reset your Transaction PIN on your behalf at LTA's office at 10 Sin Ming Drive, Singapore 575701 during our operating hours*. You cannot reset a Transaction PIN unless you have previously applied for and obtained the Transaction PIN.

Q    How does the use of a Transaction PIN show that the registered owner has authorised the transaction?   
A A Transaction PIN is required for transactions involving a change in registered ownership or status of assets. The Transaction PIN provides additional security against unauthorised transfer and de-registration transactions and thereby, safeguards the interest of vehicle and rebate owners. To ensure that the Transaction PIN has been obtained with the registered owner's authorisation, only the registered owner could request for the Transaction PIN online by logging in to his/her account for e-Services@ONE.MOTORING with authentication via SingPass if he/she is a Singaporean or Singapore Permanent Resident.

For Business / Company / Foreign Company with EASY account, the company's authorised staff can request for a Transaction PIN online on behalf of the company by logging in using his/her SingPass via EASY.

Alternatively, or if the registered owner is not a Singaporean, Singapore Permanent Resident or Business / Company / Foreign Company with EASY account, he/she can obtain a Transaction PIN over the counter at LTA's office at 10 Sin Ming Drive, Singapore 575701 during our operating hours*. A duly completed application form must be submitted together with the vehicle owner's identity documents for verification that the registered owner has authorised the application for the Transaction PIN. To safeguard his/her assets and to prevent any unauthorised transaction, the Asset Owner should keep his/her Transaction PIN confidential and NOT reveal them to anyone.

Q    I have previously applied for a Transaction PIN with the intention to transfer my vehicle. I have now changed my mind and wish to de-register my vehicle instead. I do not wish to visit LTA again to get a new Transaction PIN. Can LTA allow me to use the same Transaction PIN for de-registration?   
A A Transaction PIN issued for a vehicle can be used to transfer or de-register the vehicle. Hence, you can use the same Transaction PIN to apply for de-registration of your vehicle online or to use it to de-register your vehicle at an authorised scrap yard or EPZ if you do not wish to make any prior application for de-registration online.

Q    If I want to undertake two transactions (e.g. De-register my vehicle and subsequently transfer the PARF and COE rebates) within a short timeframe, do I need to apply for two Transaction PINs separately? Can I apply for the Transaction PINs at the same time?   
A A Transaction PIN is specific to one asset (i.e. a vehicle, a rebate or a TCOE), and can only be used to transfer or de-register that asset. In the above scenario, you will need to apply for a vehicle Transaction PIN to de-register your vehicle first. After the PARF and COE rebates are issued upon completion of the de-registration and disposal, you can then apply to LTA or online (where applicable) for two separate Transaction PINs for your rebates. If your intention is to transfer both the PARF and COE rebates together at the same time, you will only need to apply for one Transaction PIN, either for the PARF or COE rebate.

Q    What is a Transaction PIN?   
A A Transaction PIN is an alphanumeric password that is required when you :
  • Transfer a Temporary Certificate of Entitlement (TCOE) of a transferable COE Category i.e. Category C or E, in the name of an individual;
  • Transfer Vehicle Ownership;
  • Transfer a Preferential Additional Registration Fee (PARF) or COE Rebate;
  • Divide a PARF or COE Rebate into smaller amounts;
  • Apply to De-register a Vehicle; or
  • De-register a Vehicle at an authorised Scrapyard or Export Processing Zone (EPZ).

Q    What is the difference between my SingPass / EASY / LTA-issued User ID and the Transaction PIN?   
A The SingPass (for Singaporeans and Singapore Permanent Residents), EASY (for ACRA-registered businesses and companies) and LTA-issued User ID (for non-Singaporeans and non-Singapore Permanent Residents) are used to access your account at e-Services@ONE.MOTORING if you have a vehicle, TCOE, rebate or vehicle registration number (retained from a previous vehicle, or obtained through our vehicle number bidding exercises) registered in your name. Hence, the SingPass, EASY and LTA-issued User ID authenticate the identity of the registered owner.

The use of the Transaction PIN is an added assurance that the registered owner has authorised the transfer of ownership of a vehicle or assets such as TCOE, PARF/COE rebates etc.

Q    What must I do if my Transaction PIN is lost or if I suspect that someone has seen it?   
A If you have lost your Transaction PIN or suspect that someone has seen it, please call the LTA Customer Service Line at 1800 - CALL LTA (1800 - 2255 582) immediately to void the Transaction PIN. Alternatively, you can visit LTA's office at Sin Ming Drive during our operating hours* with your identification documents and a duly completed application form to either reset or void the Transaction PIN.

Alternatively, if you still remember your Transaction PIN, you can login to your user account immediately to change your Transaction PIN if you are a Singaporean or Singapore Permanent Resident (with login via SingPass) or Business / Company / Foreign Company (with login via EASY). A notification on this transaction will be sent by mail to your registered address. Q    What transactions do not require a Transaction PIN?   
A Transaction PINs are not required for :
  • Use of a TCOE registered in your name for the registration of a new vehicle;
  • Use of a PARF or COE rebate registered in your name to offset the upfront vehicle taxes payable on a vehicle registered in your name (Note : PARF rebate can only be used to offset upfront vehicle taxes of a car);
  • Use of a COE rebate registered in your name to offset the fees payable on the renewal of a COE for a vehicle registered in your name;
  • Payment of vehicle road tax; and
  • Any other transactions that do not involve a change in registered ownership.

Q    When should I apply for a Transaction PIN?   
A You should apply for a Transaction PIN only when you intend to sell or de-register your vehicle, or when you wish to sell your TCOE or sell/divide your PARF/COE rebates. This is to avoid misplacing your Transaction PIN, and minimise any opportunity for its unauthorised use.

Q    Why is there a need for the Transaction PIN?   
A With the launch of e-Services@ONE.MOTORING, LTA has stopped issuing vehicle registration cards (commonly known as vehicle log card) for vehicles registered or transferred on or after 28 February 2006 to facilitate electronic transactions. Vehicle log cards are now not needed to transfer or de-register a vehicle. Therefore, to safeguard the interests of vehicle and rebate owners, we have introduced the Transaction PIN to provide additional security against unauthorised transfer or de-registration transactions. Hence, the Transaction PIN serves a similar function to the vehicle log card or rebate certificate but in a form that facilitates electronic transactions as it could be verified online by e-Services@ONE.MOTORING.
