Q:    Can I buy an IU from LTA and have it fitted by my friend who is a mechanic or fit it myself?      
 
A: No, IUs must be fitted at authorised IU Service Centres.

   
    
 
Q:    Can I choose not to be on the fixed ERP rate scheme?      
 
A: If you do not wish to be on the fixed ERP rate scheme, you will need to either rent an IU or install an IU permanently on your car.

   
    
 
Q:    Can I choose not to remove my IU but still be on the fixed ERP rate scheme?      
 
A: No. If you do not remove your IU, the system would record a violation when there is no CashCard in the IU. You will then need to pay an administrative charge of S$10 and the corresponding ERP fees.

   
    
 
Q:    Can I dismantle my IU at any other workshop?      
 
A: No. Removal of IUs can only be made at authorised IU centres listed in the ERP brochure or as listed on the LTA website at www.lta.gov.sg or www.onemotoring.com.sg   
    
 
Q:    Can I drive a foreign-registered car on ERP-priced roads?      
 
A: Yes. You can choose to pay the ERP fee on a per pass basis. This will require you to first rent or install an IU in your vehicle. You will then need to insert a CashCard or your Autopass Card into the IU when you drive past an ERP gantry.

Alternatively, if you do not want to install an IU, the fixed ERP fees scheme will apply. All foreign motorists can drive on ERP roads in Singapore without the need to rent or install an IU for their cars. The ERP fee is chargeable at a flat rate of S$5 for each day a foreign-registered car is used on ERP roads during ERP-operation hours.

   
    
 
Q:    Can I drive a foreign-registered car without an IU on ERP-priced roads?      
 
A: Yes, you can drive on any ERP-priced roads during ERP operational hours without installing an IU in your car. You will be charged an ERP fee of S$5 for each day you drive on ERP-priced roads.

This fee is payable with your Autopass card when you depart from the checkpoint. Just remember to have your Autopass card topped up (at 7-Eleven stores, selected petrol stations, top-up booths near the checkpoints and local bank ATMs) with sufficient cash balance to pay for ERP fees, VEP fees and toll charges before you proceed to the checkpoint.

Please note that there is no Autopass card top-up facility within the checkpoint premises.

   
    
 
Q:    Can I pay for the fixed ERP charge on the same day I depart from Singapore?      
 
A: Yes. The fee would be automatically deducted from your Autopass card when you insert your card into the card reader mounted at the immigration booth (departure zone)   
    
 
Q:    Can I sell my IU to someone else?      
 
A: No, IUs must be fitted at authorised IU Service Centres.

   
    
 
Q:    Can I test my IU daily?      
 
A: Yes. Before you begin your journey, insert your CashCard into the IU, you should:
  • hear a short beep
  • see a green light (except for motorcycles and taxis)
  • see the balance on your cashcard

Q:    Has ERP been effective in addressing congestion?      
 
A: ERP has been effective in encouraging motorists to consider alternatives, and as a result, we have been able to keep traffic speeds on the priced roads within their optimal speed range through regular reviews and rate adjustments. For example, average speeds on the expressways have remained at above 45km/h during peak hours.

The merit of ERP is that it places the decision of whether to drive, travel at a different time, use a different route or take public transport in the hands of motorists. Some may decide that they prefer to take public transport or use a different route rather than pay ERP. Those who are prepared to pay a congestion charge for a smooth ride will also have the option to do so. But the decision is for motorists to make based on their individual circumstances.
   
    
 
Q:    Has the IU been tested and how do we know that it is safe to use?      
 
A: The IU is a very safe device. It was designed by an international consortium comprising Philips Singapore, Mitsubishi Heavy Industries, Miyoshi Electronics Corp and CSE Systems & Engineering, after comprehensive studies and tests.

The IU is designed according to international standards and the consortium has given assurance that a properly fitted IU will not be dislodged in a collision, even at speeds higher than the posted expressway speeds. This has been borne out by rigorous tests done over the past two years.

The adhesive used to fix the IU to the windscreen of the vehicle has also been subjected to various rigorous tests such as laboratory test which simulates impact at 60G and actual crash test at 50 kph against a brick wall, which is equivalent to an impact at about 100 kph against a stationary vehicle. The results show that the criteria have been achieved. The impact cracked the windscreen during the crash test but the IU remained intact.

The adhesive has also been subjected to shock tests, which simulated impact at speeds of up to 160 kph. Rigorous tests on the effectiveness of the adhesive by the consortium included effects of vibration, humidity and atmospheric conditions. Ageing tests simulating 10 years were also carried out. The adhesive passed all the tests.

   
    
 
Q:    How can I be sure that the IU is reliable to use?      
 
A: The LTA has put the IU and the ERP system through millions of test. They have all consistently shown a very low fault level. The reliability rate has been 99.99%.

The IU carries a five-year warranty against manufacturing defect.

   
    
 
Q:    How do I check my IU label number?      
 
A:

The IU label is located on the left side of your IU. You may check your IU label information online by logging onto the ONE.MOTORING portal > LTA e-Services using your SingPass ID and doing an enquiry based on your vehicle. Alternatively, you may wish to call our LTA Hotline at Tel: 1800-CALL LTA (1800-2255-582) and our Customer Service Officers will be able to assist you to check on your query.

   
    
 
Q:    How do I check the warranty period of my In-Vehicle Unit (IU)?      
 
A:

All new IUs are covered by a 5 year warranty against manufacturer's defects. To check the warranty period of your IU, please call our Customer Service Line 1800-CALL LTA (1800-2255 582) or visit any of the IU Service Centres.

   
    
 
Q:    How do I insert the CashCard?      
 
A:
  • Insert the CashCard face down
  • The magnetic strip facing up should be to your left
  • Insert the CashCard into the IU until you hear a click

You should then:
  • Hear a short beep
  • See a green light (except for motorcycles and taxis)
  • See your CashCard balance
   
    
 
Q:    How do I know if my CashCard is in working order?      
 
A: Whenever you buy a new CashCard, it is a good practice to insert and remove the card repeatedly 10 times before using the CashCard for ERP charges. If you do not hear the beep and see the balance each time, you should exchange the CashCard for a new one.

   
    
 
Q:    How do I know if the ERP charge has been deducted properly?      
 
A: You can obtain a printout of your last 10 transactions for your CashCards:-
  • at any ATM machine displaying the "CashCard Accepted Here" sign and AXS Stations. The last 10 transactions will be available and a service charge of 20 cents per page will be deducted for each printout.
  • at self-service terminals at selected Shell and ExxonMobil petrol stations. The last 25 transactions will be available. Please check with the service provider where charges are applicable
  • at NETS office at Tiong Bahru Rd where the last 25 transactions will be printed at no charge

Q:    How do I pay the ERP fees incurred?      
 
A: The ERP system would detect foreign-registered cars without IU driving past any ERP gantry during ERP operational hours. On your departure at Woodlands or Tuas Checkpoint, the appropriate ERP fees (at a daily rate of S$5) would be deducted from your Autopass card.

   
    
 
Q:    How will I know if my CashCard balance is low?      
 
A: When you insert your CashCard into the IU, the balance on your CashCard will be displayed.

If your balance is low, you will: -
  • hear a long beep sound
  • see a "dollar sign" icon
   
    
 
Q:    I already have an IU installed in my car. Can I still choose to be under the fixed ERP fees scheme?      
 
A: Yes. However, you must first have the IU removed or de-commissioned. This must be done at any IU inspection centre in Singapore. Once the IU is de-commissioned, you will automatically come under fixed ERP fees scheme. The IU inspection centres charge a service fee  to remove an IU.

   
    
 
Q:    I drive a foreign-registered vehicle, how will I be informed if I violate the ERP system?      
 
A: Violators are detected at the Checkpoint and on the roads by enforcement officers.   
    
 
Q:    I drive a foreign-registered vehicle. What are the things I have to note before driving into Singapore?      
 
A: You must have an Autopass card for your vehicle before you enter Singapore via Woodlands or Tuas Checkpoint. Autopass cards are issued at all VEP/Tolls office in Singapore Checkpoint arrival zones and they cost S$10 each, comprising a non-refundable card cost of S$6 and a pre-loaded cash value of S$4 in the card. You have to produce your vehicle's valid road tax disc for verification at the point of card issuance. It is an offence for a foreign motorist to enter Singapore without an Autopass card for his foreign-registered vehicle.

   
    
 
Q:    I have received a Vehicle Inspection Notice (VIN) from LTA, where can I send my IU for inspection?      
 
A: If you have received a Vehicle Inspection Notice (VIN) from LTA, you would need to send your car to the Appointed Inspection Centres for inspection.

VIN will be issued if the gantry detected technical errors due to cash card error, IU error, no supply to IU and communication errors.
   
    
 
Q:    Is the In-vehicle Unit (IU) transferable to another vehicle?      
 
A:
1. For Singapore-registered vehicles
Only IUs from deregistered vehicles can be transferred. The transfer is also subject to the conditions stated below.
 
2. For Foreign-registered vehicles
IUs can be transferred to another foreign vehicle. The owner or his driver needs to produce copy of the vehicle registration card of the old foreign vehicle at the time of transfer at any of the authorised IU service centres. The transfer is also subject to the conditions stated below.
 
Conditions for transfer:
- The IU must be in good working condition (subject to inspection by inspection centre).
- It can only be transferred between same classes of vehicles.
- The transfer of the IU must be done within 6 months of its decommissioning.
- The transfer of the IU can only be done by authorised IU service centres.
   
    
 
Q:    Is there any way I can keep track of the charges I'm paying? E.g. receipt?      
 
A: A breakdown of fees deducted from Autopass card would be shown at the card reader display at immigration booth. If you require a receipt, you can obtain one at the VEP/Toll office of Woodlands or Tuas Checkpoint.

   
    
 
Q:    My current IU is working. Do I have to pay if I wish to change to a new unit?      
 
A: Yes.   
    
 
Q:    What are the documents required for IU inspection?      
 
A:

The owner of a vehicle will be issued with an IU inspection notice if he/she enters the gantry with a fault in either the IU or cashcard. He/She, or an appointed representative, will have to produce the vehicle together with the inspection notice for the IU inspection at any of the LTA-authorised IU inspection centres. No other documents are required for such inspection. The inspector will endorse on the inspection notice after the inspection. If a motorist does not have the IU inspection notice with him/her when producing the vehicle for inspection, he/she can just inform the inspector that he/she has been issued with such notice but has not brought it along. The inspector will issue a 'Turn-up Memo' as evidence that the vehicle had already been produced for the IU inspection. Motorists who produce vehicles for IU inspections of their own accord (without having received the IU inspection notices) can also request for such memo.

Q:    What if there is a fault in IU?      
 
A: The IU is covered by a 5-year warranty against manufacturer's defects. If you have any problems with your IU, send your vehicle to any authorised IU Service Centres.    
    
 
Q:    What is an ERP violation?      
 
A: From 1 June 1999, motorists who pass through an operational Electronic Road Pricing (ERP) gantry without a properly inserted CashCard in the in-vehicle unit (IU), or with a CashCard with insufficient balance to pay for the ERP charges, will receive a letter requesting them to pay the outstanding ERP charge plus an administrative charge of $10, within two weeks of the violation.

Motorists are advised that if the administrative charge and the ERP charge are not paid within this period, they will receive a Notice of Traffic Offence offering to compound the offence for $70 payable within 28 days. Upon expiry of the Notice, the matter will be referred to the Court.

The composition fine for passing through an ERP gantry without an IU will remain at $70.

Motorists can make payments using the following modes:
  • via e-payment services at www.onemotoring.com.sg using the notice number indicated on the payment letter;
  • at AXS stations, iNETS kiosks and SAM using the vehicle registration number or notice number indicated on the payment letter;
  • at Post Office counters with the payment letter;
  • through UOB, OCBC and DBS/POSB electronic banking facilities using the notice number indicated on the payment letter
  • at LTA counters at 10 Sin Ming Drive, Singapore 575701; and
  • by sending us a cheque at Singapore Post Centre Post Office, P.O. Box 491, Singapore 914017 quoting the vehicle number and notice number on the reverse of the cheque.
   
    
 
Q:    What is the cost of inspecting a faulty In-Vehicle Unit (IU)?      
 
A:

The IU inspection is free of charge to motorists. Motorists need only pay for rectification work done, if any.

   
    
 
Q:    What is the ERP operating hours on the eve of public holidays?      
 
A: On the eve of New Year, Lunar New Year, Hari Raya Puasa, Deepavali and Christmas, the ERP operation will ends at 1.00 pm. The ERP rates will be the same as that on a weekday / Saturday during the operating period up to 1.00 pm.
   
    
 
Q:    What is the penalty if I do not have enough stored value in my Autopass card at the checkpoint?      
 
A: A S$10 admin fee is payable and you have to pay the VEP fees, toll charges and ERP fees (for foreign-registered cars) incurred in Singapore currency.   
    
 
Q:    What must I do if I suspect that the IU is malfunctioning?

Q:    What should I do if my CashCard is faulty?

  • Any Automated Teller Machine (ATM) of DBS/POSB, OCBC and UOB for an immediate refund.

Q:    What should I do if my IU is lost or stolen?      
 
A: You can either make a Police report or go to any authorised IU Service Centre to report the loss and fit a new IU. The new IU will be chargeable.

   
    
 
Q:    What will happen to the IU when my vehicle (Singapore-registered) is scrapped?      
 
A: The IU will be scrapped together with the vehicle. However, you can re-use the IU on another vehicle, provided:

a) the IU is in good working condition;

b) your old vehicle is de-registered and its IU de-commissioned (as in the case of scrapped vehicles);

c) the IU is transferred from a vehicle of a similar type as the new vehicle, example the IU from a van cannot be used in a car;

d) the transfer of the IU is made within 6 months of its de-commissioning; and

e) the transfer must be done at an authorised IU Service Centre.

Q:    Where can I top-up my Autopass card for payment of VEP fees, tolls and ERP charges (for foreign-registered cars only) at the checkpoint?      
 
A: You should top up your Autopass card with sufficient cash balance in Singapore before you proceed to the Woodlands or Tuas Checkpoints for departure. Please note that there is no Autopass card top-up facility within the checkpoint premises.

You can top up your Autopass at any 7-Eleven outlets (which operate 24 hours daily) or any Autopass card top-up booths located along Woodlands Centre Road, Jalan Ahmad Ibrahim and Turf Club Avenue in Singapore. Alternatively, if you have an account with banks such as DBS, OCBC or OUB in Singapore, you can also choose to top up your Autopass card at any ATMs of these local banks. There will be an administrative fee of S$10 imposed upon motorists who have insufficient cash balance in their Autopass card to pay for their VEP/toll/ERP fees at the checkpoint departures.

Q:    Why can't LTA build more roads or consider other measures to relieve congestion instead of expanding ERP?      
 
A: LTA has been doing so. To keep our roads smooth-flowing, LTA has and will continue with a holistic and integrated approach using all the tools available, including building more roads, regulating vehicle growth, implementing traffic engineering solutions and promoting the use of public transport. However, while measures such as building more roads will help to relieve congestion on the affected roads initially, they are not a lasting solution. This is because once congestion is alleviated, driving on these roads becomes more attractive and in time, when more drivers use these roads, congestion returns.

Therefore, in addition to the various measures that we pursue, we also need to manage traffic demand through ERP. This is because other measures do not address the underlying problem that if road usage is not priced, it will be overused. ERP is the only measure that deals directly with the problem by pricing the externalities, so that motorists take into account the cost of congestion caused by their driving on others.
   
    
 
Q:    Why is ERP needed beyond the traditional morning and evening peak hours?      
 
A: Traffic congestion is costly to the individual and society. It results in the loss of productive hours, environmental pollution, wasted fuel and adverse health effects. Congestion, regardless of the time it occurs, undermines quality of life and the overall efficiency of the economy. Hence, congestion needs to be managed and kept in check at all times.   
    
 
Q:    Why is there a need to extend ERP?      
 
A: Travel demand has been increasing as our population grows. Our vehicle population has also grown and people are using their cars more. Hence, traffic on our roads has been getting heavier. LTA has been monitoring traffic conditions on our roads closely and its review shows that more roads are congested. The extension of ERP hours and the implementation of new gantries are part of the on-going reviews by LTA to address congestion that built up on the identified roads.   
    
 
Q:    Will all foreign-registered cars be able to enjoy the fixed ERP fees scheme?      
 
A: Yes.
